98% Exporters, Especially from MSMEs, to Benefit Under Merchandise Exports from India Scheme, Says Union Commerce and Industry Minister Piyush Goyal

New Delhi, September 2: The Union Minister of Railways, Commerce and Industry Piyush Goyal on Tuesday said that 98 per cent of the exporters — especially Micro, Small and Medium Enterprises (MSMEs) — will benefit under Merchandise Exports from India Scheme (MEIS) with reward cap of Rs 2 crore per Importer Exporter Code (IEC) from September 1 to December 31, 2020.

Issuing a circular, the Union Minister took to Twitter and wrote, “98% of exporters esp MSMEs will benefit under Merchandise Exports from India Scheme (MEIS) with reward cap of Rs. 2 Cr/ Importer Exporter Code from 1st Sep to 31 Dec 2020. This will remove uncertainty & protect genuine exporters while ensuring Make in India-Make for the World.”

Here’s what the Union Minister for Commerce and Industry said:

The notification stated, “In exercise of the powers conferred by Section 5 of the Foreign Trade (Development and Regulation) Act, 1992 read with Para 1.02 of the Foreign Trade Policy, 2015-20 and the enabling para 3.13 of the FTP, the Central Government hereby makes the following amendments in the Foreign Trade Policy 2015-20 with immediate effect.”

The notification spoke about the insertion of two new paragraphs — 3.04A and 3.04B — in the Foreign Trade Policy. As per 3.04A, the total reward which may be granted to an IEC holder under the Merchandise Exports from India Scheme (MEIS) shall not exceed Rs 2 crore per IEC on exports made in the period September 1, 2020, to December 31, 2020.

Adding more, the para says those who have made any export with LEO date during the period September 1, 2019, to December August 31, 2020, will not be eligible for submitting any claim for benefits under MEIS for exports. However, para 3.04B says benefits under MEIS will not be available for exports made with effect from January 1, 2021.

Jio Mart, Facebook Tie-Up Aims to Bring 25 Million SMEs Online in Near Future

Mumbai, August 29: With an aim to help millions of COVID-19 affected Kirana stores in India, JIO Mart has tied up with Facebook to bring 20-25 million small businesses online in the near future. The two business giants have joined hands to help these small and medium enterprises digitise their product catalogues through the use of instant messaging app Whatsapp.

Speaking at an event organised by Internet and Mobile Association of India (IAMAI), Facebook India’s vice-president and managing director Ajit Mohan said, as quoted by Business Standard, “Our excitement is with connecting the dots between WhatsApp and Jio with the objective of helping millions of Kirana owners to digitise their product catalogues.”

Mohan was of the opinion that the move will fundamentally change the consumer behaviour in India and help in changing consumers change from opting to digital payments from physical cash. Citing a recent Boston Consulting Group-Facebook consumer behaviour study, Mohan stated that digitally-influenced purchases had gone up by 15-20 per cent for consumer goods brands like apparels, mobile phones and packaged goods. He added, as the daily quoted, “Video and virtual experiences will be at the heart of buying in the upcoming festive season.”

During the interaction, the Facebook-India MD said that the launch of Instagram’s Reels and WhatsApp video calls had reflected users’ changing consumer behaviour. It is to be known that Facebook recently acquired a 9.99 per cent stake in Jio Platforms, which houses many digital platforms like JioSaavn and Radisys. Also, Reliance’s fully-owned subsidiary is the biggest disruptor in the Indian telecom market as Jio.

MSMEs in Maharashtra: State Government Mulling Relief Package For Lockdown-Hit Sector, Says Industries Minister Subhash Desai

In what is believed to be a move to revive the Micro Small and Medium Enterprises (MSME) sector in Maharashtra, the state government is planning to provide some relief to the sector which has been severely impacted due to coronavirus lockdown. Maharashtra industries minister Subhash Desai was quoted in a TOI report saying that the MSME sector has asked for relief which includes interest subvention, relief in electricity duty and support for wages to be dispensed during the lockdown.

Desai said that the state government will consider providing a relief package to MSME sector after this issue comes up in the cabinet. The state has 20 lakh units registered as MSMEs, of which, six lakh are in the manufacturing sector, while the others are in service sector.

Indian Merchants Chamber president Rajiv Podar said that the biggest challenge for MSMEs is a fund crunch and a large chunk is blocked by PSUs. “In addition, 65% of MSMEs are below the investable grade and are therefore, not able to access the Centre’s relief package,” he said. Podar said the RBI’s interest rate transmission has not trickled to MSMEs adding that the government will need to stimulate demand in the economy.

Meanwhile, Anant Singhania, director of J K Organisation and CEO of J K Enterprises was quoted in the report saying that the Centre’s Atmanirbhar package catered more to MSMEs, who were already borrowers, to able to borrow more. He said the rest got excluded from the package and are in need of help. “The industrial sector on the whole, “faces a funding challenge since cash flow has come to a grinding halt,” said Singhania, adding that the industry is functioning at a sub-optimal level, facing a lack of demand and lack of workers.

Further, Singhania said that the governments had to give some assurance to the large number of migrants who left the cities so that they would return. “There also needs to be some monetary infusion in the market from the government and public sentiment needs to change on the ground,” he said.

RBI Extends Deadline For Udyog Aadhaar Memorandum of MSME Registrations Till March 31, 2021

New Delhi, August 24: The Reserve Bank of India on Monday extended the validity of Entrepreneurs Memorandum (EM) Part II and Udyog Aadhaar Memorandum (UAMs) from June 30, 2020, to March 31, 2021. The RBI circular even stated that all the enterprises are required to register online and obtain ‘Udyam Registration Certificate’ to be classified as MSME as per new definition.

Issuing the circular, RBI said, “The existing Entrepreneurs Memorandum (EM) Part II and Udyog Aadhaar Memorandum (UAMs) of the MSMEs obtained till June 30, 2020, shall remain valid till March 31, 2021. Further, all enterprises registered till June 30, 2020, shall file new registration in the Udyam Registration Portal well before March 31, 2021.”

Adding more, the circular noted, “‘Udyam Registration Certificate’ issued on self-declaration basis for enterprises exempted from filing GSTR and/or ITR returns will be valid for the time being, up to March 31, 2021.”

Following this, the Ministry of MSME said that the registration for Udyog Aadhaar Memorandum website is up and the registrations are underway. The Ministry said that the need for a document for classification purpose has been dispensed for a paperless approach.

Apart from this, the Ministry of MSMEs said in its circular that classification and re-classification of MSMEs is the statutory responsibility of the government. These classifications are done as per the provisions of the MSMED Act, 2006. With this, all lenders will have to obtain ‘Udyam Registration Certificate’ from the entrepreneurs.

Flipkart Ties-Up With Nepal’s E-Commerce Firm Sastodeal to Enable Cross-Border Trade, Now Its MSMEs Can Sell Their Merchandise Abroad

Good news for India MSMEs. All the Indians MSMEs which are registered with e-commerce giant Flipkart will now be able to sell their merchandise abroad as well as the homegrown e-commerce platform. Flipkart had partnered with an e-commerce company in Nepal named Sastodeal. With this, Flipkart aims to create cross-border trade opportunities for lakhs of sellers who are registered with its platform.

Expressing his opinion on the partnership with Nepal’s Sastodeal, Flipkart’s Head of Marketplace Jagjeet Harode said, as quoted by Financial Express, “The partnership with Sastodeal, a homegrown brand like ours, will not just open doors for a wider market reach to our sellers but also allow them to boost their business significantly.”

With this partnership in place, both the e-commerce company will list products from Flipkart marketplace sellers under various categories including audio devices, men’s clothing, women’s ethnic wear, and sports and fitness, among others. Flipkart states that this new collaboration will help numerous MSMEs — spread across the country — experience newer avenues for business growth. Flipkart also sees this partnership as an opportunity as in Nepal, there has been a surge in online shopping.

Apart from local sellers, Flipkart is also planning to showcase its private brands such as MarQ and SmartBuy under this partnership. Both its brands operate under various categories including electronics, home appliances/home decor, and furnishings. Earlier, Prime Minister Narendra Modi had asked the Indian firms to push for increasing domestic production and ramping up exports under Make in India and Vocal for Local initiatives.

Modi Govt Considering Giving ‘MSME Status’ to Dealers to Enable Them to Avail Benefits Offered to MSMEs, Says Nitin Gadkari

The Modi government is considering of giving ‘MSME status’ to dealers which will enable them to avail benefits offered to micro, small and medium enterprises (MSMEs). The announcement was made by Nitin Gadkari, Union Minister for MSME and road transport and highways, while he was addressing a virtual exhibition on ‘Construction Equipment, Technology Components and Aggregates’ on August 18. “Regarding MSME, we are thinking now of giving MSME status to dealers also and they will get benefit of it, that is also under consideration by which they will get the benefits,” Gadkari said.

He said the government is also working on integrating and developing all kinds of transport like waterways, sea transportation, rail, road and air transport which will definitely reduce the logistic cost and help industries in a big way. Adding further, Gadkari emphasised that the government is ready to provide all possible support and industries should come up with innovative plans so that India can be a manufacturing hub in the automobile sector.

The Minister said the micro, small and medium enterprises (MSMEs) comprising manufacturing and services units need to get registered to avail the benefits and subsidies offered under various government schemes. The MSMEs that have been registered are eligible for tariff subsidies as well as tax and capital subsidies. The registration also helps them in getting government tenders and enables easier access to loans at low interest rates.

Gadkari said in order to achieve the objective of self-reliance, the country needs to reduce imports and boost manufacturing of various components in sectors like automobiles and construction equipment. The minister called for research, innovation and technology upgradation and emphasised on the need for joint ventures and foreign collaborations to get easy finance and compatible technology, an official statement said.

The minister also reiterated his appeal to major industries to clear the outstanding dues to MSMEs in a timely manner. He said the Ministry has also requested the Finance Ministry, the industries who want to make their technology centers, training centers, research centers, from income tax point of view, whether we are in a position to give some more support to them by which we can inspire and motivate them for more research and innovation,” Gadkari said.
